If it is not too late to consider setting a specfic CoP for SMEs .. I will encourgae the formation of this SME CoP .. this will bring into focus issues faced by SMEs rather than allowing SMEs to "float" along with the different themes ..

My understanding is in addition, the themes will also cut acrss 6 industries (initially) and will include MNC, GLC, SMEs too, in line with focus by the ESC.
Stay tuned - I believe HCS will make known more details when they a finalised.

There is a lot of attention paid in the ESC report as well as Budget 2010 on assisting and developing SME. Human Capital Management issues is certainly one of the critical elements in this transformation.
I suggest a CoP dedicated to discuss what are needed by SME to transform these SMEs into globally competitive companies .. e.g. what are the HR capabilities, including technology, required in the process ..

Update of Practice Areas
As of 22 March, the likely Practice Areas for focus by the first flight of workshops in April are nearing selection. Madame Ho has put together the "HCS CoP Network" to finalise and refine the first four PAs. Following is extracted from an email from Madame Ho 16 March 2010:
The likely practice areas for these workshops will be:
Theme #3: Promote Cultures of Innovation
Theme #7: Attract, hire, develop and retain talent that best meets the needs of the business or organization
Theme #6: Attenuate dependency on foreign workers
Theme #10: Improve and/or develop the performance of the workforce in the business or organization
The other remaining 6 practice areas and 2 additional (to be advised later) will be organized from the month of May 2010 to April 2012. We will be starting 2 other practice areas in 2010 - Theme #8: Develop and strengthen the capabilities of management and staff related to HR/HCM responsibilities within the business or organization & Theme #9: Strengthen the business and strategic role of the HR/HCM function. These practice areas will be conducted in the month of July (16th July) and September (17th September) from 9am to 1pm. In 1 year, we are expected to clear; i.e. April 2010 to March 2011, six practice areas. This will culminate in an annual CoP event where FWA Consultants will join us. This annual event is likely to be in the 1st quarter of 2011.
For the second year, i.e. April 2011 to March 2012, we will advise later.
About Practice Area selection and development
There are several purposes that should be satisfied in the selection and development of Practice Areas for Communities of Practice to focus on. These purposes include: (in order of importance)
- Each Practice Area (PA) is sufficiently interesting to attract experienced practitioners into a CoP to discuss it
- The PA is sufficiently interesting to provoke serious engagement by CoP members
- The PA is relevant to the future of Singapore, especially as outlined in the 2010 Economic Strategy Committee Report.
- Defining or refining the practice around a particular PA is a priority for the profession,
- The PA places boundaries around the scope of the discussion and can be used to categorise posts to the HR Practice Library.
Formatting considerations (not in order of importance)
- The PAs fit into a framework of “What are we doing and how are we doing it?”
- Each PA should be detailed enough to guide the CoP into areas of interest, but general enough to let them explore it broadly.
- We expect CoP members (the “practitioners”) to better define the practice areas. To this end, the initial PA’s serve as a model for them to follow.
- Each PA should allow CoP members to examine the practice by asking several questions about it. The “practice discussion” questions serve to provoke and guide discussions in CoP and can generate observations and conclusions that may be posted to the practice library.
- A total of 10 PAs have been identified stemming from the Economic Strategies Committee Report released on 1 Feb 2010 (ESC), the results of the study conducted in April 2009 among Singapore HR/HCM professionals related to the Mandates for Human Capital Management, and recommendations of the Dec 2009 CEO Rountable report “Charting the Singapore Human Capital Agenda.” HCS has appointed an HCS Network of Subject Matter Experts to refine and package the 12 PAs. These initial PAs are posted in the www.hr.cop.com.sg forum.
